What Is Pennsylvania RAMP Training?

The Responsible Alcohol Management Program (RAMP) is a certification program established by Act 141 of 2000 and overseen by the Pennsylvania Liquor Control Board (PLCB). RAMP is designed to help licensed establishments educate staff in the legal and responsible service of alcoholic beverages.

Under Act 39 of 2016, all alcohol service personnel hired on or after August 8, 2016 must complete PLCB-approved RAMP server/seller training within six months of their hire date. Many employers require it before the first shift.

Who Is Required to Take RAMP Training?

Under Pennsylvania law (Act 39 of 2016), anyone who sells or serves alcohol, checks IDs, or has direct contact with customers at a licensed establishment must complete RAMP server/seller training within six months of hire. This includes:

RAMP Training vs. RAMP Certification

It is important to understand the difference between RAMP server/seller training and RAMP certification for your establishment:

RAMP Server/Seller Training (this course) fulfills the employee training requirement. Individual employees complete the course and exam to receive credit.

RAMP Certification is the comprehensive establishment-level certification granted by the PLCB. It requires all four prerequisites:

  1. Owner/Manager Training — at least one owner or PLCB-approved manager must complete this training
  2. Server/Seller Training — at least 50% of alcohol service staff must be trained (this course)
  3. New Employee Orientation — all alcohol service personnel must complete the PLCB orientation checklist within 30 days of hire
  4. Signage — required PLCB compliance signage must be posted at the establishment

RAMP certification is valid for 2 years and must be maintained continuously. A licensed establishment is not RAMP-certified until all requirements are met and certification is granted by the PLCB.

RAMP server/seller training (this course) is the employee-level requirement. RAMP certification is the establishment-level designation granted by the PLCB after completing all four prerequisites: owner/manager training, server/seller training for at least 50% of alcohol staff, new employee orientation, and required signage. Completing this course alone does not certify your establishment.

How long do I have to complete the course?

You have 90 days from your start date to complete the course and exam. The course access expires one year from the date of purchase. The training is self-paced, so you can log in and out and pick up where you left off.

Is the RAMP exam proctored?

No. The ServSafe RAMP exam is non-proctored. You take the exam online at the end of the course from any device with an internet connection.

RAMP certification for an establishment is valid for 2 years and must be maintained continuously. Alcohol service personnel must be re-trained before their current training expires. The establishment must reapply for certification through the PLCB to maintain its RAMP-certified status.
